For the first time since Moscow sent soldiers into Ukraine, Russia and the United States are considering resuming talks on strategic nuclear weapons, the Russian newspaper Kommersant said on Tuesday, citing four sources familiar with the negotiations.
The New START nuclear weapons reduction deal is still in existence, but there have been no further discussions between the two sides regarding strategic stability since Russia started its military assault in Ukraine on February 24.
The report added that Moscow no longer considered Switzerland, the usual destination, to be sufficiently neutral after it slapped sanctions on Russia over the Ukraine. The discussions may take place in the Middle East.
